People choose whichever one they are familiar with, and possibly can afford. Some were signed up before it started costing, and others just started them. As to which is better, it’s a personal choice but I’ve found that Meetup has more features and better results for tagging and narrowing down the search than Upcoming, but I’m not in charge of making those decisions. It isn’t a rule and I’ve never heard anyone express a preference. However, you are right that most appear on one than the other.
