First of all, you are giving too much credit to tags "doing" something for your blog. They are not the end all and be all of anything, including navigation and SEO. In fact, unless something changes soon to tags, I expect their usefulness to continue to deteriorate.

Second, Pages exist outside of the post chronological structure. They are for "pseudo-static" content, like your Contact, About, and such information. Why should those show up in a list of your post content?

I believe that categories have or can be added to Pages through Plugins, and categories are tags. You also might want to read <a href="http://lorelle.wordpress.com/2007/09/18/are-you-abusing-your-wordpress-pages-and-your-blog/" title="Are You Abusing Your WordPress Pages and your blog" rel="nofollow">Are You Abusing Your WordPress Pages and Your Blog</a>.

I cannot understand why I can tag POSTS but not PAGES, is there a specific/technical problem or what?

[...] WordPress marks categories automatically as tags. This is great as it instantly adds tags to your post, but not all categories are worthy of being tagged. For instance, my category, Blog Babble is a lousy tag. Who is going to search for “blog babble”? No one. But you instantly understand that you will find posts within that category related to blogging. It’s a synonym for “talking about blogs and blogging”. Search engines and tagging services don’t deal well with synonyms. This is just one example of the many problems with tags. I like my few neat categories and so I manually add tags to the bottom of my posts. [...]

[...] A search or a tag cloud within a domain/sub domain or directory/category would be more effective than a world popular tags cloud. If you are like Lorelle, read “The Problems With Tags and Tagging“, you don’t want to encourage people to leave your site, by presenting a Technorati or FeedBurner link to a central cloud of which you are part, but rather drill your own site local cloud. If you do this in a clever way, the relevance is inherent, as you have now added the missing survaillanse of interlinking. [...]
