There is an extensive article in the WordPress Codex on how to add meta tags “back” into your WordPress templates, and explaining why they aren’t there to begin with. Now, Kafkaesqui’s Head Meta Description WordPress Plugin will help you easily add the post description or other description options back into your WordPress head area for meta tags.
It’s a brilliant plugin, giving you the option to set the meta tag description to be the default description on your blog set in the Options > General panel, use the excerpt on the posts if one exists, or create a custom field key to override post or Page excerpts for the description. You can even set the number of words in the description to be pulled from the excerpt or Blog description.

How do you add these tags to a wordpress.com blog ? Is it possible to even use plugins ?

It used to be manually, but now I use a bookmarklet, a little bit of javascript that allows me to enter these quick and easy.
While you can use the above technique in the full version of WordPress, too, this is mainly for WordPress.com users or other sites hosting WordPressMU.
As for plugins in wordpress.com, the answer is no. You want to use plugins, then get a hosted site and download the free full version of WordPress and you can do whatever you like. For free hosting, you get more than what you pay for, and that includes no plugin control.
Remember, wordpress.com is a alpha (almost beta) test site for WordPressMU and the user’s ability to manipulate the environment is strictly controlled so the developers can problem solve the real problems and not the user created problems.
