@ Santosh: This often means that WordPress has not been localized for that language. I did a search and can't find any .mo or .po or .pot files for Nepali either. You can try in the WordPress Support Forums or maybe you can work with someone to become the first to create the localization language files for your language! Wish I could help more but the Support Forums are your best bet.

Hi Lorelle, nice to see picture saying ‘mero wordpress, …wordpress in Nepali’, here. I have been trying to find ‘.po’, and ‘.mo’ files to write my blog in Nepali. WordPress has listed Nepali language but It does not list .mo files to download . When I write a post using Nepali unicode, my blog displays ???????????????. I know ISO language code and country code which is ‘ne_NP’. Could you please help me if there is any other way of installing WordPress in Nepali, or any source where I can download the .mo file.

@ adela: No lo entiendo. Si tiene un problema con un plugin para WordPress traducción, por favor vea el Plugin de autores en busca de ayuda. Estos tienden a usar las banderas para representar los idiomas. Los gráficos para las banderas vienen con los programas. Para obtener más ayuda específica, por favor vea el WordPress Soporte Foros.

@ Tomáš Kapler: You will have to check on the WordPress Codex for details on licensing of translations. Or on the translation mailing list for WordPress. I don't know what the rules are on this. They will know. Thanks and let me know what you find out on this.

Hi Lorelle, you may help me in this issue – can a language translation of wordpress (.pot/.mo) have a different license then WordPress Itself? Our main translator, who maitain all changes in past years not made “his” language file available under special license (only nonprofit etc.). I think, that he is not allowed to do this, as the pot contain 50 % of original texts, which are protected under open-source license. But i havent found any information regarding this.
