There is nothing you have to "do". Giving users of your blog control over what they want and don't want to see is a nice idea that has failed dramatically over the years. Users want information and interaction. They don't want to mess with your blog looks. As for the widgets, there are hundreds and hundreds of different widgets you can choose from for full version WordPress blogs. WordPress.com has a lot, but it's a small number with more being added all the time. Good luck in your search.
